Where do you find the 2 player sigh icon thing so you can play 2 players? On the 5th city?

First of all there are 3 cities. There is just a countryside and a desert. And i dont know the answer to the question.

Yeah there are only 3 cities and the two player icons are in lots of places you just got to look for them.
