I`m gonna tell you this now that someone is gonna ask you to make you`re title not all caps. Not to be a mini-mod I`m just warning you :D. Though since you`re new its ok.
BTW on you`re problem.. if the ~ key doesnt work then try "ctrl+alt+~" If half life runs on the quake 3 engine it should work. Does for most PC FPS` that run on the Q3 engine.

Press escape and go to your options. Under advance there should be an option to allow Developer console. Click Apply then when you press "~" it should open up.
