why are there no bots available on halo 2 to even out one side multiplayer battles

If there is no bots then why is there that option in two player mode in quick options that says max players 16 or whatever you put.

the max player setting is for when you have a custom party online.
and compared to other people online or whatever bots suck

I like killing bots good target practise and fun with a friend 2 on 4 or whatever
