Depends on how your using the word 'guest' here. Is it an online guest? If so no, but if it is another account online or offline, yeah, you can unlock armor.

Its because the Commando Shoulders were glitched, so Bungie gave the Commando Shoulders to everyone, even to those without the Achievement, and thats why Guests can use them.
