I never knew you could get a Fishing Pole until Year 2 -.- So yeah, if I knew before that, then I would've gotten it lol.

Fishing rod is gotten via triggering an event , its when you visit Nina in her house at around noon , ( 11 . 00 am ~ 3 . 00pm ) She and her husband , is cleaning up the house and his husband finds a fishing rod and supposingly givees is to you .
