1)He is working on a different job at the moment
2)It's a holiday.
3)You always go there when he is closed.
Your problem is probably #3. Even though he is closed, he keeps the doors open. He just won't take orders or anything. =]

When Gotz says he that, it means he won't work for you. Which means you have to become his friend again. So give him a lot of stuff. ---Lumber works best, since you can get it free---

The Pedometer records your steps. Upon reaching 10,000 steps, the screen will flash and the Harvest Goddess will say, "Congratulations! Your Pedometer has reached 10,000 steps! That's all, you get nothing."

Like I said beforehand, lumber works best, because you get it free (chop it up). but if you want to spend so much money when you can just give him something that doesn't cost anything, that's your choice.
