Get the cloud cards in Olympus coleseyum (I can't spell that). The zero cards are everywhere, but treasure rooms have given me quite a few.

By Activating a moogle room you can get cloud cards and a few zero cards. Cloud cards are magic cards (blue) And Zero is attack cards. (red)

You have to wait til after you use up your first set of World cards before you can get Clouds in Moogle Shops.
