That would be cool, but it would unbalance the gameplay too much.
If you get lightnings and bullet bills in first place, it can give you too much of a lead.

when i'm near the front i like to get red shells or triple red shells but bullet bill is my favourite. sometimes i use a strategy i made up. if your make yourself come last near the start of the race, and you get bullet bill or triple mushrooms just drive normally until ur in first place then use it to get a good lead.

In the demo version of the game, the bullet bill was replaced by the chain chomp, kind of like how the cucumber was called the egg 2.
