I reckon the Red shell and Bullet Bill are the best items.
Red Shell - Pretty hard to dodge but possible. Good for when you in 3rd or 4th and trying to get up there.
Bullet Bill - Just fun really. Good when your back in the ranks and need a good boost to get you up there.
