You have to create these horizontal platforms with your beam or Bombs, and if you make a vertical on accident you have to start over. It's in NOC.

Oh yeah!!!! I know that one! For the big platforms, put a bomb in the middle, and for the little ones, put one on either side. Then, Speed Boost and Shoulder Smash to the right and grab the Energy Tank.

For me, it was the two Power Tanks in NOC where you have to clear a path with Screw Attack, blast through SB blocks in the next room, and Space Jump/Speed Boost to get one, and Shoulder Smash up in exactly the right spot to get the other.

That was pretty hard too, But the horizontal bar one was the only thing so far that I've had to use GameFAQs for.
