You'll need to fight and slay a G-ranked level Khezu to get thunder sacks.

i need thunder weps so i wanted to know how far i should upgrade a red sabre cause i have one until i should be able to kill a khezu thanx in advance

It should be easy enough to do it with a red saber in itself, the only problem with it, is it's sharpeness. You just upgrade it enough until you are comfortable with it's sharpness.
Pitfall traps and barrel bombs help a lot against khezu so take them along.

No one mentioned this, but I believe you can get Electro Sacs from Gendromes, as well as Khezus.
For anyone who doesn't know, I used to be Tree Afro.

You can get stun sacks from Gendromes, not electro sacs, they are similar though.

ummm actually i got 3 electro sacs off a khezu about an hour ago on the
5* elders quest but not slaying it capturing it instead.
i'm glad i got 3 cuz now i on ly have to get 2 more for my eager cleaver.
