when tunning a car i dont know if the front and rear downforce should be weak or strong for evry type of race

Ok for a Circuit/Sprint race. You could easily have your aerodynamics both front and rear set just above the middle setting depending on what parts you have on it.
For a Drag race you can set it to minimum.
For Drift: Front wing at full downforce, but the rear at mid-way.
Street X: Full downforce for both.
URL: Same as Circuit, but this time slightly below middle setting.
