I am pretty sure you have to get to post-game(beat final boss, whoever it is haven't played that far yet), because it leads to the original post-game towns(Lacunosa, Undella, and Black city/White forest).

if your talking about an elevator its in pokemon soul silver and you have to trade a rotom from pokemon platinum/pearl/diamond and take it to the elevator and it has to be first in your party im a wizard at games and stuff so yeah and i know all of every cheat code in the history of all games
