It would be better if you made a thread on this, but you're new, let me tell you how.
Forst, you need to go to the rrof of the Celedon City Mart, and buy a drink. Then, give it to one of the guards at one of the gates, and all access will be permitted, and you'll be able to get into Saffron.

Back on topic, why does GC not work if you fly to certain places? I mean it works if you fly to Cinnabar Island, but not if you fly to Lavender Town and other places.

Land layout, perhaps, maybe the game is cancelling out one data connection because it is too weak to stand out against another data layout, or maybe they aren't compatible.

Glitch City was probably the place the stored missingno or something so that's the reason you get there, I think.

Well, maybe it depends on your name or something. I remember I read on some site that because of your name, you can battle people east of Cinnabar. Maybe some name combo can cause you to find people.

To answer why there are no people in Glitch City... well, I suppose that has to do with the fact that Glitch City is purely land layout and nothing else. Either that, or there is so much data at hand the game can't display people...
