Instead of Hydro Pump, Surf. And I think Lapras is pretty good too.

kingdra is (in my opinion) the best water type because he is water/dragon so the only thing that is effective against him is dragon type moves. here is a moveset u could give him

hmm best water pokemon, lapras is good, cloyster rocks in defense, kingdra is allround good, gyarados is awsome offense, suicune is awsome in defense and sp.defense...
