To get Strength, go to the café in Olivine City (next to the Pokémon Centre) and talk to one of the sailors. To get Surf, defeat the Kimono Girls in the Ecruteak Dance Theatre and talk to the man with the Rhydon.

HM 07 is Waterfall. You get it in the Ice Path.

HM08 is in Ruby/Sapprire, if u hav a lv 30 Sandslash and u beat the game with a lv 74 Typhlosion, is that alright?
