Is it possible to trade certain Fourth Gen Pre-Evos to someone who hasn't become champion?

What I mean is: For example; I want to get a Dusknoir, will I be able to trade a Dusclops to someone who hasn't become the champion to get a Dusknoir?
Because Dusknoir, Electivire, Magmortar, Probopass, Gallade, Gliscor, Mamoswine etc.
Aren't in the Sinnoh pokedex

last i checked that's the ONLY pokedex they're on
the sinnoh dex should be the complete 493 dex, so evolutions won't be restricted, the only exception here is if the item that allows dusklops to evolve is only obtainable after you've become champ

Someone has to beat the Elite 4 and complete the Sinnoh Pokedex in order to trade the last 3 generations.
However you will be able to trade over between Pearl and Diamond without beating the champion due to the fact each game has exclusive pokemon needed to fullfill the dex.
I know this for FACT because I have been trading with my brother in between games in the Jap version for sometime way before beating the Champion and I don't see why it would be a problem in the US version.
