You have to defeat all of the Gym Leaders and All the Elite 4. I'm not sure which map it is, but I know that most of the legendaries are found in the Grass Maps. Obviously, they appear less often. And the Dark, Metallic, Shiny, and Ghostly versions of the legendaries appear less often too.
