You need to use the Seagallop Hi-Speed ferries to travel between the islands.

For islands 1, 2, 3 ect. you need to use the ferry. To get around sea foam islands, you don't even have to go through them. After you beat Koga, have a pokemon that knows fly and surf, fly to Palet Town and go as far south until you reach water. Surf south,(there are trainers along the way...) and eventually you'll reach Cinabar Island, without even touching the Sea Foam islands. You only need to go through it if you want Articuno.

There is a series of stones you have to drop down when you get inside them. I'm not sure how to describe th pattern since it has been a while indeed. But juts drop the stones down as many holes as you can and eventually it will be enough to slow the current enough for safe surfing. ^^ Enjoy. Yuo will need Strength and Surf obviously. That should cover it.
