Aren't you supposed to return some pokemon back to the cave where you met team rocket?

After you return the Sapphire you have pretty much done all the required stuff in the game. You can then do all the side quests

You could:
- Fight the upgraded Elite Four in the second round.
- After beating the Elite Four(upgraded), go to the Cerulean Cave and catch Mewtwo.
- Complete your Pokedex.
- Fight the upgraded Elite Four in the second round.
- After beating the Elite Four(upgraded), go to the Cerulean Cave and catch Mewtwo.
- Complete your Pokedex.
