yes it is, i think its the rarest item in the game, or at least the hardest to get, the chances of finding a chansey holding one are very rare, and finding chansey itself is damn hard too...
it gives you 1.5 times the amount of experience, very useful for training...

amulet coin. you get it from the basement of the goldenrod department store. it doubles the money you get from a battle if the pkmn equiped with it takes part in the battle

Does Chancy appear in Silver? I've never encountered it ion Johto or Kanto.
