Okay, TM 28 is Dig. It's in National Park. Go north, next to the kid, and throught the hole there. Keep going and you'll end up finding it.

Thanks i did a second check it is ghost your right, my mistake sorry. How come I cant go to Eucruteak gym to fight for that badge? Every time I go there it wont let me in to fight so I cant get that badge, I dont understand.

You need to do all the events in the town/city first.Like fighting your rival in Burned Tower.etc.
