1.They randomly appear in one single route.They change route when you enter a new area.
2.Mewtwo can't be caught on Silver and Gold,only on Red,Blue or Yellow.

you can buy headbutt and rocksmash because you NEED them to finish the game, because if you taught your pokemon rocksmash then acidentally released it, then youd be stuck and have to start your game again, but they fixed that problem by letting you buy them from the store
