Lugia is better. 4th Gen isn't Ho-oh's friend - he can't even switch in without losing 50 percent of his health if Stealth Rock is up, and his typing leaves him lots of weaknesses anyway, despite his excellent Special Defence. Lugia loses 25 percent of his health upon switching in, but is a much more defensive-based pokemon than Ho-oh and could very well be packing Recover.

I prefer Ho-oh, but competitively, Lugia is a much better all around pokemon.

Everyone says how Stealth Rock is "so crippling", but really, the only person I've ever battled who's used Stealth Rock is DOS. Sure, it can be bad if set up, but no one's gonna waste a moveslot for it unless they can.

Ho-oh's Sacred Fire is physical, so it matches up perfectly with its incredible Attack. It also has a 50 percent Burn rate.

Hmm... Lugia. I've always preferred the Fire starter for any gen and Lugia compliments Typhlosion rather well in my line-up. It's types and moves mean I won't have to decide between Typhlosion or Ho-oh, and though it may be more defensively orientated, it's speed and powerful moves still make it a considerable offensive force. Or it can make a decent wall in a desperate situation.

In short, I like it's versatility.

Their stories are both awesome.

Appearancewise, I like them both.

But as overall Pokemon, Lugia wins hands down. Lugia can learn Water moves, which Ho-oh is weak to obviously so it would win in a battle. Although Ho-oh does have fewer weaknesses than Lugia.

I like Lugia better than ho-oh cause Lugia can learn good moves and that it is great to use in both regular and double battles cause it works good as a supporting or leading pokemon in a battle.

Lugia, it was much easier train for me, Ho-Oh was a nightmare.

In all honesty I prefer Ho-oh, never used either of them very much, but I just generally prefer Ho-oh over Lugia, prefer offensive based pokemon like Ho-oh to defensive ones like Lugia as well to be honest.

I always loved an aquatic bird thing more than a peacock that can use fire and can produce rainbows.

In Pokemon terms, I like Lugia more than Ho-oh. A great trained defense can make an even greater offense if executed out precisely. /defensedood
