Im sure thats wrong i think its after you beat the elite four get national dex get the ruby and sapphire gem yeah yeah im right.

no, you do, the guy wont move until you do a Great Achivement. and Beat the E4 in Fr n LG

From Steelers Question: its luck to Find a Shiny Pokemon in FR/LG to encounter one is Extremely rare but just fight Wild Pokemon until one appears
