Find a rout where there is a building nearby (like the one right of fuschia and keep on entering and exiting until you catch suicune. That is all you can do becasue the 3 dogs appear randomly arround the map

If you mean on the route itself when you are walking, then no. They will randomly (unless you're using a Repel) pop up in the grass if they're in that route.
