After looking around, and by looking around I mean just looking at one thread, I saw that it was possible to get Lugia by getting something called a Mystic Ticket...is this true? and if so I would like a thorough explanation of how to get it please. Thanks!

It's true. Problem is you need to get the ticket from a nintendo event which are no longer running. So he only way to get lugia is to use an action replay.
