You need to trade between, Fire Red, Leaf Green, Emerald, Ruby and Sapphire to fill up the national dex completely. Also you need to have some special tickets from nintendo events, which are no longger running, to cat some legendaries.

yea or get lucky and have a glitched game like i did until i started over and also you don't need jirachi,deoxys,ho-oh,lugia,mew,celebi to fill your pokedex
