You get him at Western Cave and to unlock Western Cave, you have to recruit Ho-oh.

And to recruit Ho-Oh you have to get all the legendaries right?

No, you just have to beat him once for story mode, then beat him again non-story mode. It's got a 99.9% recruit rate so it's almost impossible to not recruit him.

Yea but in story mode I to I get to meet him in story mode? And I can recruit him without the friend bow?

You can recruit him without the friend bow, and by story mode, I meant after you destroy the meteor and next to Mt. Faraway there is a GO thing. After you beat him with the GO, if you fight him again without the GO, you'll recruit him and unlock Western Cave.

Just fight them like a regular pokemon. Just beat Ho-oh twice and you'll unlock Western Cave.

Ok just beat him twice and I will unlock western cave?! And for the legends? I fought them twice? But they wont join me? Do I need LegendRY isnald?

You need to get Rainbow Peak, recruit Ho-oh, the other legends don't matter to unlock Western Cave and not all legends have a 99.9% recruit rate just try some more.

Legendary Island is the friend area for Zapdos, Articuno, and Moltres. Maybe it will, maybe not I don't know. Probably not just keep trying.

most of the legendarys you dont need their friend area it comes with them

Jirachi:area is a Reward from a mission
3 legendary bids: Articuno/Zapdos/Moltres
Deoxys
Ligia: I'm not sure....

Main thing, just recruit Ho-oh, (you need to BUY Rainbow Peak). You don't need any other legends to get Mewtwo, just Ho-oh.
