Deoxys is a very difficult pokemon to recruit. The only sure fire way to recruit it, is to have a friend bow on you leader, and just keep trying.

well it also helps to be a high level and be lucario rank. you have the highest level so no worries there, but are you lucario rank? I was level 98 with a friend bow at lucario rank, and the second time I battled deoxys It joined me. thats all the advice their reallyy is to give, except if deoxys is stubborn, you got to be more stubborn.
