I read that you can access Buried Relic after beating Stormy Sea. The walkthrough I found says you get a Pokemon News message or something like that after clearing Stormy Sea, but I've gone through it twice and recruited Kyogre. I'm just wondering if there's another requirement to go to Buried Relic.
Edit: Here's the link to the walkthrough. You'll have to look for the entry yourself. It won't be hard, considering the fact that the guide has a table of contents.

Edit 2: Never mind. I got the mail as soon as i finished a rescue mission.

yes you get a Pokemon News message. But after you beat it, go do a few rescue missions and it should arrive. But it wouldnt hurt to make sure that you buy the Final Island friend area as well.

thats strange because I had to do the plot with ho-oh to get buried relic. oh well, if you have it then I guess thats fine
