Ok people argue about this all the time, so I'll sum it all up:
Higher Recruitment %:
Lvl 90+
Friend Bow
Rank DOES Matter (It says so on many of the pokemon sites including serebii and even in my guide plus I've had a lot better luck since i've been lucario rank..)
Though on legendaries its pretty random. Some people are just luckier than others..

i just did this cheat if u hav celebi on red and mewtwo put in team,thenon blue get that team defeat celebi and he'll join and mewtwo so u wont have to go through western cave and purity forest i did this and no one else did

well I didn't mean in trouble like that, but I thought that the info he gave was correct, so it seemes like you were putting him down for giving correct info. still he gave the info he thought was true, so he tried to help.
P.S I didn't know you could get legendaries through send team! my sister has red, so I will give her my legendaries, and if she gets celebi and jirachi before me I'll have her give em to me. that code rocks!(well, cheat) There are lots of things like that in pokemon games. for example, in pokemon xd and colosseum, you could trade a pokemon to the gamecube game of pokemon, and then copy the save file onto another memory card, and then you have two of that pokemon! sorry, I know this is way off topic, but I just meant to reference something.

I just got mew my heart kinda lurched at first but uhm would he/she be good for wish cave or purity forest? or should i train my charmeleon to charizard? I need advice on who to bring to wish cave or purity forest.

Charizard is great for Wish Cave and Purity Forest. It knows Heat Wave at Lv1. Charmeleon doesn't have that honor. lol

I would suggest Alakazam. I personally don't have one, and I've stuck with the Pokemon like Mew and Venusaur who level fast in the Level 1 dungeons.
I've given up completely on Jirachi and Celebi. I'm not wasting my time on them.
I have both Blue and Red. Oddly enough, I just restarted my Red game. I have too much on my Blue to do that.

Off-topic: I whole-heartedly agree, I was inspired by my Mightyena and Espeon battling in Pokemon XD Gale of Darkness. However, I no longer possess the program I used to make the sig. >_<
