no u dont. i tried the riolu mission and it said i wasnt ready. then i did one job and tried again and it let me go there. and i havent even beaten dialga yet.

yeah one more thing this is how someone said to get to palkia and darkrai is it right. After froslass:
3. Do a few more missions, then talk to sunflora at the guild to unlock surrounded sea.
4.Complete surrounded sea, picking up the wonder egg on 20f(yes you must collect it).
5. Manaphy will hatch from the egg the next day. Feed him two blue gummis to unlock miracle sea.
6.Complete miracle sea. Fight gyarados at end
7. Do a few more missions and then go to the bottom floor of the guild and a cutscene will unlock aegis cave
8.Complete aegis cave(lol have fun). Fight regigigas at end, along with 4 hitmonlees and bronzongs(don't worry another exploration team will help you).
9.This unlocks concealed ruins, an optional dungeon. Now, do a few more missions to find out azurill is having nightmares. Unlocks mt.travail.
10.Complete mt travail to unlock the nightmare.
11.Complete the nightmare to and then do some missions. Then go talk to lapras at the beach. This unlocks sky rift.
12.Complete spacial rift. Fight palkia at end. Then talk to cresselia to unlock dark crater.
13.Complete dark crater. Fight darkrai at end.

yes lucario1220, that is the correct way to get darkrai and palkia. to get to froslass, talk to Mr.Mime, go through blizzard island, then go through crevice cave. froslass is at the end of crevice cave.

yell when u beat darkrai and palkia they dont come on your team u have to go bak to them and get them but u get to those dungeons by talkin to mr.mine my the store then he will give u blizzard island beat it has 20floors then u should getcrevice cave where frolass is at the end
