You need to get your Recruitment Rate higher. Items like Golden Mask, Friend Bow and Amber Tear help. Along with using Cresselia in first position one of her IQ skills is Fast Friend which increases rate as well. Also having a high Rank and Level is helpful. To get Cresselia you need to complete the Darkrai event.
