You cannot get Celebi in Darkness. She is only available for recruitment in Time.
May make random appearances every-so-often. Trying to officially return...

Actually, you cannot do that for Celebi/Mewtwo. I know, I've tried. Most likely there will be Celebi/Mewtwo missions revealed at a later date.

You can get Celebi in Darkness/Mewtwo in time when the mission is available on the server. Then, you connect to the server via Wifi to retrieve the Mewtwo/Celebi mission. After doing it, they will appear where they suppose to be.

OR

Just use some AR code to get the mission to appear at the Bulletin Board.
