What dungeon is Palkia in? And do i have to beat Darkrai to get to him?

Palkia is in Spacial Rift, which you can access sometime after you enter Azurill's nightmare. Yes, you do have to beat Darkrai to get him, but you must beat Palkia before you face Darkrai. Beat him, and you will be able to recruit Palkia.

Palkia is in Spacial Rift and you get the dungeob by entering someone's nightmare forgot who
