Well i found that if you dont move the first turn he uses Roar of Time, and that hurts bad.
(atleast on my game it did)
so i moved the to the right, and he came after me, when me and cyndaquil used long ranging moves to attack, then as he gets closer use your strong moves.
make sure you have plenty of oran berrys and revive seeds.
