All Pokemon will be in this game, except Arceus and Shaymin b/c they were yet to announce when the game was released.

Because, in D/P its an event(or it will be) to get Shaymin and Arceus. If they suddenly change it, it will destroy the whole point of the event.(this is only my opinion, and my guess)

Arceus and Shaymin are not coded in the game, so don't think about the probability of getting it in an event in the future. But they may remake the game, just like Platinum, for them to appear.

They didn't in the original Mystery Dungeon, but considering these are both on the same system, I hope they do.
