you have to finish Fiery Field (Entei) to unlock Lightning Field (Raikou)
to unlock Fiery Field, you must obtain HM Surf from Solar Cave (located in B20F, you'll find a room with water surrounding the item, you must bring a pokemon that leviatates from the ground ex. magnemite, wingull, latios, latias, etc. OR you must have the IQ All Terrain Hiker), then spinda will visit you and tell you about a mirage pokemon,

You can't evolve until you beat the game, and when you do or if you already have you will have to go to Whiscash Pond and a cave will open up and the game will explain the rest. : )

some people say that I only got to beat rayquaza then I go to Whishcash pond so do I complete the game by beating rayquaza?

yeah you beat the game when you beat Rayquaza. And also, when your a Squirtle you just do the same you go to Whiscash pond and then go into the cave and you'll be prompted to evolve and then after that you answer the qusetions and you'll be evolved into Wartortle. hope that helped

Yep. You have to tell your partner to Stand By. How? You learn about that when you see Granbull and Whishcash and try to go to a dungeon. Then go to the pond and walaah.
