u actually have to get the I.Q. of your evee high enough then u can use your item to evolve it.

i think you only need 4stars anyway to get iq up easy just go to that forest with mankey yeah there is alot of green beans (i think thats what there called lol) and just keep feeding eevee with it and just because its green doesnt mean his IQ wont go up =) i think the easiest pokemon to IQ lvl is charizard coz he enjoys everything cept green ones

u need a iq 0f 4 and a lunar ribbon then go into the luminous cave
