1) Rayquaza isn't hard to beat. I beat him around level thirty, using a shuppet, duskull, pikachu, and mudkip, along with gravlerock (about 20) and sticks/iron thorns.

Zappu is right. Rayquaza is easy to defeat. Recruiting him is much harder, unless you know what you're doing.
