just cause rotom has legendary music doesnt mean hes legendary such as shaymin he was regular pokemon music when you find him does that mean hes a regular pokemon?

Well, Bulbapedia says that it isn't classified as legendary, and Bulbapedia rules.
Seriously, stats don't make the Pokemon. Rotom could just be like a trophy: somewhat difficult to get, but worthless once you have it. It could just be rare, like Beldum, or the Pokemon that you used to be able to get in the game corner(s).
My answer: No but yes. A certified and useless maybe.

Rotom is not a legend because it has a gender and can breed. Also, stats don't make a legend.

it is not a legendary cus its low lvl, weak, and it appers on pokemon battle revolution as a premade rental card and there is no legendarys on that
