You gotta level him up once at night while he's holdin' a Razor Fang, or at least I think it's the Razor Fang, if not try a Razor Claw, but I believe it's the Razor Fang. You can find them at some point in the game or you can save so BP in the Battle Fronteir and cash it in for one.

yes, you just level it up while it's holding the razor fang between 8 P.M. and 4 A.M.
