There are gift Pokemon next to Riolu. Hapoiny will not be recieved as a gift.
The new ones:
Porygon (from man in Veilstone City house)(Not in the wild)
Eevee (from Bebe)(Not in the wild)
Togepi (from Cynthia)(After beating the Galactic Grunts in Eterna City)
Togepi and Riolu will come from an egg. Porygon and Eevee will be at Lvl. 25
The new ones:

They should have made the final starter that was left (after you pick yours and your rival does too) a gift after you like, beat the main game. x)

I have a feelin' Arceus was saved for until after Platinum was released. I also have a theory; what if they made Arceus solely to get through cheatin', or just as a placeholder like MissingNo. was? I have dissected its name, r.c.us. What if its name is a hint, you see, its first tow letters, Ar could refer to Action Replay, and ce could be see, and us could refer to the Arceus species as a whole. All in all it means, Action Replay, See Us. Arceus.
