I believe you can find Electrike on the path to Maulville.

There's Electrike on the routes around Mauville City and occasionally a Manectric to the east. Plusle and Minun are on Route 110. There are also Magnemite and Voltorb in New Mauville and Pikachu in the Safari Zone.
