Lugia.
Rayquaza can be easily brought down with Ice, Ground, and/or dragon moves. He's a good sweeper, but he can't stand up to much.
Lugia, however, is an awesome tank and can stay in the battle for a good while before it falls. Same with Ho-Oh.

Yeah Lugia has got to be the Best Flying Type, out of the Ubers.
Non-Ubers it is probably Skarmory or Dodrio

In-game it's Zapdos, because Zapdos isn't an uber.

And Mew generally Sucks. Base 100 in everything isn't to helpful, other pokemon fill the roles he can take ALOT better

Yeah, Mewtwo is better than Me win almost every single way. The other two base 100 stats in everything (Celebi and Jirachi) are better than Mew and aren't classed as ubers. Mew only is because he learns every TM, HM and tutor move.

I wouldn't say Jirachi is better. Personally I have problems using it properly.

i never atempted to train my jirachi, i have a good metagross and i don't think that jirachi would be better than my metagross.

I believe the same... Moltras is a bit weak IMO.
