The Eon ticket can only be obtained legitimately through Nintendo events, which are US only still I believe, an' possible no longer existent due to the new games comin' out an' they're need for events.
Another way you can get it, cheats. =] Easiest an' cheapest way.
Vigroth evolves by level I do believe... I'm not quite sure which exactly though, but it's not that low.
