Google says you get it in Kanto on Route 12. You get it from Fishing Guru... but then again, Google hates me and it's always giving me wrong answers and dirty links.

Route 12 is correct. There's only one building on that bridge route. The Super Rod is located there.

....BAHAHA! I just realized something. When I looked for that answer, I accidentally typed SoulSilver instead of Silver. Good lord, the remake really is a carbon copy if it was still the right answer. xD
