Could CYndaquil leanr extrasensory before? Also why is it that the only starter to get a crappy egg move is chimchar with assist. How is Assist gonna help you when you are hardly gonna use it in competitive and there is hardly any tag battles.

The braces as well giving your baby the parents IV in that stat. Awesome Some are very useful, especially the ones who can learn Dragon Dance now =D

dragon dance... as in the stat raising move... yeah, they can keep that one out of the egg moves. my oppinion; if the move dont do damage, it isn't worth keeping ._. i do tend to lose often so there may be fault in my oppinion
no,your just saying you have the tendacy to lose to trainders with pokemon that have Dragon Dance, though it is a very useful move to raise your pokemon's stats

It has the same base power as Surf, but only 10 PP and 85 Accuracy. Game Freak thought a 10 chance to lower accuracy would be a good way to make up for it, but nobody really cared and continued to use Surf.
If you have a Wide Lens on, I'd say Muddy Water is worth it. Your accuracy is raised from 85 to 93.5 percent. Since it lowers your opponent's accuracy as an addition bonus, I'd say that's worth it. =/
Equipping a Wide Lens is a waste of time in competitive battling, combined with the fact that a 93.5 percent change to hit still isn't perfect, and you'd be surprised by how much moves with accuracies like 95 percent miss. A 10 percent chance to lower accuracy is pure crap, and accuracy/evasion intervention is banned in most area of competitive battling. Surf still has 5 more PP, which is a boon in-game and in competitive battling. That, and you can use the HM on something that isn't an HM slave, but you don't get that luxury with Muddy Water.
Overall, there's little reason to use Muddy Water, unless you want your Swampert to have its 'signature move', which is something I couldn't care less about.
