I know he's supposed to appear when you get the National Dex to tell you Latios/Latias is in Kanto & after you defeat Red to give you a Hoenn starter but I've done all that stuff & he hasn't appeared yet, anybody know what's up?

I think he appears after you beat Brock at Pewter City Museum.

If you haven't gotten all 16 badges, there's your problem. Do that, then defeat Red at the top of Mt. Silver for Steven to appear.
EDIT: Wait... I'm believe Steven doesn't appear until you get the Kanto starters from Prof. Oak.

I looked there, didn't help. I found it on another site anyway. You have to get the Copycat's Clefairy Doll back from the fat guy in the Pokemon Club in Vermillion, then Steven appears to tell you Latios is in Kanto. But after that he still didn't show up in Silph Co. It said you had to beat Red (which I did) so I figured I'd go back, beat the E4 again the go battle him again & see what happened. So after I beat the E4 I went back to Saffron to check just in case & he was in Silph this time (weird, I know.) I had a full party so I went to put one in the PC then when I went back he was gone! Luckilly I remembered I could just turn the game off & do it again & deposit a Pokemon before I went to Silph. Idk why it does this, just thought I'd give y'all the heads up.
